Job Summary

The Knowledge Management and Communication (KMC) Unit is responsible for supporting the planning of country projects, generating data and analysis which feeds into high-level country and regional reporting as well as identifying emerging innovations and solutions which are scalable, expanding and leveraging greater impact of the country projects and strategy.

 

Under the direct supervision of the M&E, Communication and Reporting Officer, the Associate Officer, PMER shall be responsible for supporting country program planning, monitoring and evaluation, data management and quality assurance and reporting for all country projects.

Duties & Responsibilities

Communication and Content Designing.

  • Create the monthly media plan; documenting, posting, and publishing engaging content for our website, social media platforms, and blogs, etc.
  • Coming up with social media ideas based on trends and best practices.
  • End-to-end content creation including maintaining an editorial calendar, shooting, editing, recording voiceover, scheduling & reporting.
  • Community and stakeholder management – i.e. responding to requests, DMs, and comments.
  • Filming & directing other staff for social media content.
  • Collaborate with project teams to create content that aligns with UN Habitat mandate, strategy, and brand identity.
  • Support the development of communications materials, including animations, news releases, email newsletters, publications, reports, and web content.
  • Support the development of campaigns, such as the World Cities Day, World Habitat Day, World Toilet Day, and World Water Day.

Knowledge Building and Sharing

  • Support quarterly reporting to ROAP ensuring communication materials are shared using approved reporting systems.
  • Support writing, reviewing, editing, and designing layout of country progress and donor reports.
  • Ensure all reports generated in-country are shared with ROAP and are published on our website every quarter.

Coordination

  • Represent UN Habitat Afghanistan at UNCG and UN Habitat communications group; sharing challenges, lessons learned and best practices.
  • Manage daily requests from program teams.
  • Lead the updating and management of the communication tracker ensuring smooth coordination with project managers and contribute to periodic and ad hoc reporting.

Expected Results

  • Monthly media plans and an editorial calendar are up-to-date and followed as required.
  • Quality inputs and analysis into the communications strategy for the office.
  • Timely monitoring of current events and trends.
  • Quality and relevant advocacy materials and content developed timely.Timely updating of website and social media platforms.
  • Timely dissemination of materials as developed by program technical teams and KMC unit in country.

Professionalism: Demonstrated knowledge of communications techniques, including audience-focused strategic communications and crisis communications; proven ability to implement effective media campaigns and to develop traditional and digital media products and activities; ability to identify communications opportunities and problems and to articulate these to clients. Ability to advise on communications challenges, assess communications environments, develop communications strategies, and support managing implementation of communications campaigns in Afghanistan with various promotional techniques and materials. Ability to make decisions with an eye to the impact on others and on the Organization and to apply rules, regulations, policies, and guidelines in work situations. Job Requirements

Education:

  • Bachelor’s degree from a well-recognized university in communication, journalism, public information, international development, international relations, digital media, or related field. Master’s degree will be preferred.

Experience: 

  • Minimum 8 years’ General experience in communication and designing, a least 3 years’ experience in capturing and editing high quality and innovative visual content for impactful digital communications and campaigns.
  • Skilled in writing for a range of audiences, including writing for web and summarizing technical and complex content in non-specialist language.
  • Proven ability to use social media to drive interaction with content and messaging.
  • Experience of creating and sending e-newsletters (preferably using a platform such as MailChimp or dotmailer) and managing contact lists.
  • Highly skilled at graphic designing, photography, videography and editing, including experience using Adobe Premiere, Adobe Photoshop, Adobe InDesign, Adobe Illustrator or equivalent.
  • Knowledge of the social media landscape in Afghanistan and social media trends.
  • Practical knowledge of using digital platforms and analytics tools, including X (formerly Twitter), Facebook, Instagram, and LinkedIn.
  • A high proficiency of spoken and written English.
  • An understanding of Digital Campaigns. Experience of using software to create GIFs, animations, and digital content outside of graphics, video and stills photography.

   Language:

English and French are the working languages of the United Nations Secretariat. For the posts advertised, fluency in oral and written English is required

Duties & Responsibilities

Support country program planning.

  • Support the development of country project work plans and ensure they are incorporated into the IPMR system and other donor/UN reporting platforms.
  • Facilitate co-creation of projects between UN Habitat Afghanistan project technical teams and UN Habitat HQ branches/sections; ensuring feedback has been incorporated into the final project proposals.
  • Support the development and finalization of the environmental and social safeguard systems (ESSS) for Afghanistan country projects; ensuring ESSS screening and scoping reports, environmental and social management plans (ESMP) or Environmental and Social Impact Assessments (ESIA) are developed, implemented, and monitored.
  • Facilitate UN Habitat Project Review Committee (PRC) processes with ROAP/HQ and ensure all required documentation is available and approved prior to start of project activities.
  • Coordinate with project managers to conduct quarterly in-country project progress review meetings.
  • Support updating and managing UN Habitat Afghanistan repository.

 

Monitoring and Evaluation

  • Support the development of project M&E plans, frameworks, and strategies for projects, ensuring they align with UN Habitat strategies and donor requirements.
  • Develop, review, and implement M&E quality standard tools, ensuring project meet the required standards.
  • Support development and refining of performance indicators, project targets, and data collection tools to measure project progress and outcomes.
  • Support the implementation of data collection activities, such as surveys, interviews, and focus groups, ensuring data quality and accuracy.
  • Support analysis and interpretation of M&E data to assess project performance and identify trends for decision making.
  • Prepare monthly M&E data reports and updates including indicator performance tracking table (IPTT), summarizing project progress, achievements, challenges, and lessons learned.
  • Facilitate knowledge sharing and learning among project teams, ensuring M&E findings are communicated effectively and used to inform project implementation and improvement.
  • Design, review, and manage M&E databases including projects action monitoring tracker, grants and project documentation tracker, and project data tracker.
  • Undertake regular missions and field visits to project sites, ensuring projects are implemented in line with set standards, workplan and budgets.
  • Support capacity building efforts related to monitoring, evaluation, and reporting.

Reporting

  • Support development, updating, and management of reporting tracker ensuring smooth coordination with project managers and ensure accuracy and on time delivery of periodic and ad hoc reporting.
  • Support quarterly reporting to ROAP and UN in Afghanistan using approved reporting systems.
  • Support writing and reviewing of country progress and donor reports, ensuring data is well presented and stories tell our impact.
  • Ensure all reports generated in-country are shared with ROAP every quarter.
  • Respond to ad hoc requests from SMT, ROAP, HQ, and UN in Afghanistan timely.
  • Lead quarterly updating of the monitoring module in IPMR ensuring data is updated and supporting evidence is uploaded.

Coordination

  • Represent UN Habitat at UN in Afghanistan M&E TWG, AAP TWG, and Risk TWG, sharing challenges, lessons learned and best practices.

Expected Results

  • Performance Frameworks and M&E Plans are completed and continuously updated as required.
  • ESSS processes are completed and monitored.
  • All projects have undergone PRC processes and documents are complete, uploaded into IPMR and approved.
  • Project progress updates are completed and shared with project managers and SMT.
  • Projects are monitored as per monitoring workplan, and quality standards.
  • Knowledge gathered from field missions is shared with project teams for learning purposes.
  • M&E databases including the IPMR system is up to date with project information and data.
  • Reports are submitted on time to ROAP and donors.

Job Requirements

Education:

 

  • Bachelor’s degree from a well-recognized university in Urban Planning or Civil Engineering. Master’s degree will be preferred

Experience: 

  • At least 8 years of work experience for bachelor’s degree or 2 years of work experience for master’s degree.
  • Knowledge and experience in the implementation and monitoring of construction or infrastructure projects with a focus on roads, buildings, housing, WASH, and energy etc.
  • Strong knowledge and experience of projects that address Housing Land and Property rights, Shelter/NFI, and livelihood.
  • Strong quantitative, qualitative, and analytical skills.
  • Demonstrated experience in designing conceptual and results frameworks on humanitarian and development projects is required.
  • Experience working with the UN system or other international development organizations, preferably in a country office is desirable.
